Liberals Backfilling Management Positions at NLHC Just After Spending a Fortune to Vacate the Management Posts

Jim Lester, Opposition Critic for Housing, said, “The Ball Liberals are quietly advertising to fill management positions at Newfoundland and Labrador Housing just weeks after spending more than $1.5 million to vacate NLHC management posts.”

In a news release on January 18, 2018, the Minister Responsible for NLHC, Lisa Dempster, announced the elimination of 14 management positions at NLHC, saying it would result in $1.4 million in annual savings.

An Access to Information response indicated the cost of severing the 10 people in the 14 posts was $1,065,231.00 for “Pay in Lieu of Notice”, $340,024.75 for “Severance”, plus unknown amounts of outstanding paid leave and annual leave.

However, on February 6, 2018, the government sought applications to fill two permanent management positions at NLHC: Executive Director, Regional Operations and Program Delivery and Executive Director, Financial and Corporate Services, both at a salary level in the range of $92,876 to $124,221.

Lester said, “Less than a month after spending more than $1.5 million to eliminate management positions at NLHC purportedly to save money, the Liberals are now spending even more money to hire new managers at NLHC to replace managers they let go. How does this make fiscal sense or demonstrate proper stewardship of the people’s money?”

“Is something else going on here? Are the Liberals spending taxpayers’ money to eliminate positions only to turn around and spend more taxpayers’ money to hire their Liberal friends, candidates and relatives to fill the vacancies, as they have done throughout the public service over the past two years?”

“The Minister did not disclose any planned hiring in a news release less than a month ago. Will more positions be advertised? Why is NLHC hiring after just letting people go and paying out more than $1.5 million in taxpayers' dollars? The Minister has an obligation to be transparent about their management decisions,” said Lester.
